Stagg Group Joins Partners to Celebrate Major Milestone for QWest Towers in Mount Vernon
Stagg Group joined Simone Development Companies, Rev. Dr. L’Judie Matt-Simmons, public officials and community partners to celebrate the topping off of QWest Towers, marking a significant milestone in the development of 229 new affordable workforce housing apartments in Mount Vernon.
Located at 1 and 25 North MacQuesten Parkway, adjacent to the Mount Vernon West Metro-North station, the approximately $158 million transit-oriented development will bring much-needed housing and investment to the Mount Vernon West neighborhood. The project will feature two mixed-use residential towers with studio, one-, two- and three-bedroom apartments for households earning between 40% and 80% of Area Median Income, along with approximately 3,300 square feet of ground-floor commercial space.
For Stagg Group, the milestone represents the continued progress of a project built through collaboration among private developers, community leaders and partners at the state, county and city levels.
This is a tremendous milestone for Mount Vernon and for everyone who has worked to move this project forward. The topping-off celebration brought together leaders from across the public and private sectors, including Mark Stagg, Joe Simone, president of Simone Development Companies; Rev. Dr. L’Judie Matt-Simmons; Westchester County Executive Ken Jenkins; Mount Vernon Mayor Shawyn Patterson-Howard; representatives from the Office of Governor Kathy Hochul; and other project partners and stakeholders.
Mayor Patterson-Howard highlighted the project’s role in advancing Mount Vernon’s commitment to housing, transportation and neighborhood revitalization.

Designed for Residents and the Community
QWest Towers is designed to provide residents with quality, energy-efficient homes and a range of amenities. The all-electric development will include rooftop recreation areas, landscaped green roofs, community rooms and laundry facilities. Sustainability features will include electric vehicle charging stations, Energy Star appliances, low-flow plumbing fixtures and low-emitting construction materials. The development will also include structured parking for approximately 170 vehicles. The project’s impact extends beyond the residential buildings. Planned improvements to North MacQuesten Parkway, along with upgrades to Mount Vernon’s stormwater and sewer infrastructure, will contribute to broader neighborhood improvements.
QWest Towers is supported by a combination of public and private financing, including federal and state Low-Income Housing Tax Credits through New York State Homes and Community Renewal, state subsidy financing, Empire State Development’s Mid-Hudson Momentum Fund and significant investment from Westchester County. The City of Mount Vernon has also supported the project through the Mount Vernon Industrial Development Agency. The topping off marks another important step toward the completion of QWest Towers and the delivery of 229 new affordable workforce housing homes to Mount Vernon.
